Global warming climate change nature of counterattack, the rest of the world have unexpected disasters, resulting in serious casualties. However, these are natural disasters, but from the rest of the world "catastrophe" study found that can also be attributed to man-made disasters, because the past from the top down command - control of the traditional disaster relief model has been unable to cope with the occurrence of disaster. Many disaster research reports have confirmed that "social media" can really function in disaster warning and contingency actions and are used in emergencies as an inevitable trend. It encourages public participation and collectively intelligent force; can be a backchannel, change the disaster response system and organizational adjustment. As to how to effectively apply to the original disaster relief system and its integration into the system, so far it is rarely to study. In this study, the four major system personnel, such as "Taipower company, City office, Legislators, Councilor and Village Long", which had been involved in power repair by typhoons such as " SOUDELOR, DUJUAN and MEGI" from 2015 to 2016 were interviewed. The results of the study, the social media "Line" in the typhoon power repair process, played a convenience, real-time, accuracy and other functions, did improve the efficiency of power repair; In the process of power repair process, has replaced the traditional way of communication, as if no longer a backchannel, and become the mainstream channel. As was found in the research, we have some suggestions: 1.The correctness of the information can be achieved with the help of " Social volunteer" and "information volunteer". 2.To establish a group convention specification with a "blame" mechanism, and a better management group. 3. Set up groups and windows heads according to different "functional" levels.
