A Study of Localizing Conditions of the Art Festival Mode Construction

Due to the situation of globalization around the world, the gap between regions eliminated gradually, so the different cultures contacted more frequently nowadays that indirectly promoted the tourism industry development. Local promotion strategy has become the primary task of the government. The governments from many regions started to apply “Art” as a promoting element to hold an event, such as “Art Festival”, “Arts Festival” or “Festival of Arts”, etc. Taiwan followed this trend of the world and held plenty of events around Taiwan that provoked the cultural tourism and local promotion. This study was to analyze international Art Festival’s local activating stages. The methods included literature analysis, case studies, interviews and grounded theory that explored the events’ localizing condition, such as "local resources "," local relations "," theme concept "," art form "and" future development ", etc. Moreover, the study considered the case’s “curator”, “artist”, and “government associates” as interviewee by using semi-structured interviews and Email interviews, and decoded by grounded theory. Therefore, the study proposed “Localizing Conditions of the Art Festival Mode Construction” as the basic criteria for different perspectives and considerations of Art Festivals for future researchers. According to the results presented in this study, it summarized the factors and conditions of Art Festival, including (1) core theme, (2) territorial conditions, (3) stakeholders' conditions, (4) art form, and (5) sustainable development. On one hand, two cases of Japan were to consider (1) the cooperation of stakeholders would help to balance the thorough development of Art Festivals and local revitalization, and (2) applying unique art form would reduce the local issues. On the other hand, two cases of Taiwan were to consider (1) the central and local governments were the primary consideration of Art Festivals. They controlled overall activities and were the decision-makers. (2) The cooperation of stakeholders and territorial conditions indirectly influence the continuation of Art Festivals. Furthermore, "Localizing Conditions of the Art Festival Mode", including (1) the case’s location selection gradually influenced territorial and human condition of the event (2) Arts festival’s core themes combined art forms double the effectiveness of the event (3) the great integration of considering conditions helped an Art Festival to continue its development. Finally, the study recommended that (1) Taiwan’s Art Festival needed its own improving process and ways of sustainable development, (2) an Art Festival may recruit the experts from different professional fields to decrease the obstacles of event, and (3) international exchange and evaluation of Art Festivals would rich its core themes and activities. Above all, the recommendation of the study was to facilitate subsequent studies and to give the future of Art Festival performer as a reference.
