The semiconductor industry has become one of Taiwans key industries since the Taiwanese government promoted a "Two Trillion and Twin Star Development Program" in 2002. From upstream to downstream, the semiconductor industry is broadly divided into three sectors:IC design, IC manufacturing, and IC packaging and testing. The research focuses on explore whether Taiwan IC industries still maintain leading advantage in technology. The semiconductor industry is capital intensive and highly competitive, this research utilizes data envelopment analysis to investigate several business indicators and the relative efficiency of 10 IC design companies、7 IC manufacturing companies and 11 IC packaging and testing companies. Based on the comparisons among companies in the three IC industries, respectively, this research utilizes SBM DEA model compared with CCR DEA, to realize the different result between CCR model and SBM model, this is because of SBM DEA model takes non-radial slack into account. In the end, the research utilizes relative efficiency to effort these companies to implementing the possible improvement plans, allocating resources properly, and assessing the companys performance for each decision making unit.
