Preliminary Study on the Developmental Relationship of Public-Private Partnership-Results from the NPO's Perspectives

In 2013, a local Taiwanese government initiated a Household Management Center to support economically disadvantaged families with career training and increased job opportunities that would be safe and reliable, and eventually lead to financial independence. This was a response to the recent changes in Taiwanese family structures, the increase of women in the workforce, and long-term care for the disabled, elderly, and sick. The country’s overall development necessitated such family services. Thus, the Social Welfare Association successfully bid to undertake this project. Document analysis and interviews were conducted to examine, review, and study the effectiveness of the program in terms of a public-private partnership governance model, alongside the benefits derived from such a collaboration. The studies included: (1) Differences between public and private sectors’ demands for the family service program; (2) In upholding the contract, whether the partnership between the public sector and the association remain mutual and imbalanced; (3) Whether the association would renew the contract upon completion. Research primarily showed: (1) Due to the limited budget alotted by the local government, the family service program could only set up “cares” (housekeeping) for the families. However, gross revenue far exceeded the program’s initial goal by threefold, the production of which the local government could not afford at the time; (2)The association is restrained by the nature of the law; nonrenewal of the contract requires disimbursement expenses, whereas renewal exhausts labor and finances; (3) The local government could potentially, by providing ample and thorough supportive measures, fulfill the true meaning of public-private partnership. Only through a conjoined effort can the common goal be achieved. To do otherwise will only result in mutual, regretful loss!
