Since 1974, Taiwan began to introduce high-tech industries. It has vigorously developed and setup Hsinchu, Taichung, Tainan, and Kaohsiung science parks and now becoming Taiwan’s most important economic artery. Of this high-tech industries, IC design, foundry, IC Packaging and Testing are among the best in the world and developed into a matural supply chain. Recently, China has put a great effort in developing its economy. It upgrades the industry, enhances value-added of the industry, and expands the internal and external markets. Now China is world’s manufacturing center and also world’s largest market, and it proposes to undertake the integration of the regional economies. Under this circumstance, Taiwan’s semiconductor industry is facing the choice of adopting westbound investment or southbound investment policy. The purpose of this study is to investigate the westbound investment policy for the Taiwan A semiconductor company. The methods used in this study are PEST analysis and SWOT analysis. The major findings are summarized as follows: 1. China’s semiconductor market is huge and open for competition under the current national economic plan, Taiwan A semiconductor company should adopt joint adventure strategy to expand China’s market and maintain the world market share, 2. China’s has signed a lot of free trade agreements with many countries, it provides trading opportunity for Taiwan A semiconductor company not only Chinese domestic market, but also foreign markets as well. This study suggests that Taiwan A semiconductor company has advanced technology and skilled work force in Taiwan, and is a leading company in the field of semiconductor business, in order to expand market and train new talent for Taiwan, it will be a good idea for the A company to develop new process and new products in connection with new production unit in China.
