An Approach on Examining the Capability of Emergent Event Reactions for the High Technology Plants

With the development of the technology industry, a variety of potential risks and hazards exist in all types of manufacturing plants today, especially in high-tech plants, where risks intensify due to the particularity of their processes. If emergency rescue is not done immediately after disasters, such as fires and explosions, leakage of hazardous materials, earthquakes, power outages, and casualties, it will cause great damage to the environment, people, and the enterprises themselves. In view of this, Ministry of Labor promulgated the Labor Safety and Health Act (currently, the Occupational Safety and Health Act) in 1974, which specifies emergency response measures and their guidelines applicable to each industry; however, there are no standards for the evaluation of emergency response capabilities at this stage. This issue is worthy of further study. The research conducted interviews with experts in emergency response in industries like the semiconductor industry, optoelectronic materials and component manufacturing and chemical raw materials manufacturing, and obtained results for standards and ratings of the evaluation of emergency response capabilities (including fires and explosions, leakage of hazardous materials, earthquakes, power outages, and casualties) through in-depth interviews; the model of a mixed checklist was adopted to devise a method for examining the emergency response capabilities of high-tech plants. After analysis, the research ultimately developed a checklist of emergency response capabilities of high-tech plants, which can replace the ineffective approaches to emergency responses adopted by high-tech plants for the purpose of complying with the laws and regulations or requirements of certification systems at home and abroad. The purpose of the checklist is to allow manufacturing plants to use existing resources more efficiently and further achieve the goal of sustainable development.
