| Popis: | 105 The 1990s witnessed economic take-off in Taiwan, attracting a large number of stowaways from China coming to Taiwan by ship for vast fortunes. The phenomenon didn’t diminished until the 2000s, the time when China experiencedeconomic boom and relaxation of cross-strait policies which led to an increase in many legitimate channels of entry into Taiwan. In recent years, the government’s policies on introduction of Vietnamese laborers along with foreign marriages with Vietnamese people have given rise to changes in various industries and consumption patterns. What’s more, the management tends to hire Vietnamese laborers for their low pay, which causes an incremental demand for Vietnamese laborers in the labor market. As a consequence, nowadays, illegal immigrants in Taiwan come from Vietnam from time to time. Bulks of Vietnamese stowaways, by purchasing small-sized ships from China, illegally immigrates to Taiwan for jobs, which takes its toll on our domestic territorial watersand also spawns problems regarding labor market and high criminalrate. As a result, how to deal with the issue is of great importance for national security. With the graphical model adopted to illustrate the cause and effect relations in problem domain, Bayesian network, a probabilistic expert system, explains probabilistic relationship of interplay between variables. Combined the graphical model with statistics, the question can be qualitatively and quantitatively defined, which is a fitting one for crunching the data. Based on literature, the research collected the related factors in Vietnamese illegal immigrants. Afterwards, with the aid of Modified Delphi Method and analysis of Bayesian network, the cause and effect relations between factors and illegal acts of stowaways were pointed out and presented by conditional probability. On top of that, the crimes and contributing factors were analyzed in the research to preclude illegal immigration for the purpose of making contribution to safeguard national security.
