| Popis: | 105 The case of military investment is based on the vision and goal expected by the ROC Army. The cost budgeting method is applied to plan military requirements, which is the important link affecting the purchase of weapon equipment and national defense force. As national defense resources are reduced year by year and the modern weapon equipment is updated at a higher speed rate, it is difficult for the ROC Army to make a choice to properly plan national defense budget in various military investment targets and it has always been one of the research priorities in the decision making field of military investment as well. Therefore, nowadays the ROC Army really needs to construct a set of diverse and integrated military investment evaluation indicator and decision-making model. This research mainly adopted the theory of cost benefit and balanced scorecard to discuss the connotation and weight relation of evaluation indicators in the case of military investment of the ROC Army. First of all, the results of literature analysis and expert interview were used to develop preliminary questionnaire framework, Modified Delphi Method was applied to confirm evaluation valuation standards, Decision Making Trial and Evaluation Laboratory was adopted to analyze the relationship between standards and then DEMATEL-Based ANP method was combined to gain the relative weight of evaluation indicator system. Lastly, in view of limited resources, 0-1 goal programming model was applied to acquire the most suitable case of military investment portfolio. Thus, it can be known how to allocate resources in decision-making program, so as to provide the reference for the allocation and control of national defense resource. |
