Knowledge and skills for big data analytics apply by civil servants

The importance of Big Data Analytics (BDA) has been emphasized for both private and public sectors. Particularly, public officials need different professional knowledge and skills to analyze the data to create new value. The investigation is conducted by in-depth interviews with data scientists, domain experts, and civil servants who have applied BDA in their professions. The research purposes include (1) understanding the value of BDA for government, (2) collecting and exploring difficulties and challenges of implementing BDA in government, and (3) providing knowledge and skills of BDA application for civil servants. The results indicate that properly adopting BDA can gain insights that lead to better decisions and predictions for uncertain events confronting government. While applying BDA, government should organize a cross-unit team composed of business units with domain knowledge as well as IT units with computing and data science skills. In addition, there are four aspects of challenges when applying BDA in government, including regulation, administration, data quality and personnel training. This study accordingly recommends that public officials in business units should enhance their computing and data literacy and a part of IT units personnel should be equipped with knowledge and skills of data scientists. The study also suggests relevant future studies that conduct comprehensive questionnaire surveys to identify and design BDA competencies for future civil servants in the age of big data.
