The effect of integrated official document system on document process:a case study of the taipei city government

Improving the quality of information and services by means of information technology and building a good governance environment is the goal of sustained efforts by governments. Official documents not only record the history of governance but also express the decisions made by the government whose efficiency and quality impact on public opinion deeply. So, since 1987, the government started planning electronic official document (EOD) system in gradual stages, and finally completed the last mile of the EOD system in 2012. After all EOD subsystems have full digitization, the impact of the integration of EOD system on the document processing has become worthy of attention. The past EOD research focuses on the impact of the specific EOD subsystems on organizations or users, and information systems success model or key success factors, etc. The relevance studies seldom discuss the benefits of the integration of EOD subsystems with the document processing from the holistic viewpoints. This study explores the problem of the integration of EOD subsystems from the document processing, in order to improve the integration of EOD system planning and furthermore to realize the benefits of document processing or business application through a case study of Taipei City Government. According to the interviews with the domain experts, three major problems are found. First, the integration of data fields between EOD subsystems remains poor, resulting in work repetition of the staff. Second, the planning of the EOD system appears less attentive to the document specification, resulting in the inconsistency among the document formats and quality reduction. Third, the design of the EOD system is not user-friendly for the manuscript staff, resulting in operating inconvenience and highlighting the importance of the EOD subsystems. Accordingly, this study suggests that the government should pay more attention to the vertical and horizontal integration from the overall document processing. The government can establish the documentary team composed of all business units to promote communication and collect users’ requirements. In addition, this study also finds that the integration of EOD system can centralize the training resources, thus reducing the development cost and improving the efficiency of human resources and the quality of official documents. In summary, the additional benefits of EOD integration improve the administrative processing and procedures and meanwhile assist high-level decision-making and grass-roots management.
