A Study on the Demand Factors of Occupational Safety and Health Education and Training Institution - A Comparison of Cognitive Differences between assigned training and initiative participating training

The amount of classes and participants for occupational safety and hygiene are constantly increasing due to the rising consciousness of labor safety and hygiene in recent years. The training institutions are also more than 100 now. Most of them are profitable and very few of them are non-profitable. Although the central authorities asks the training institutions to introduce the TTQS, to manage the training information website, to separate the examination and training, and to evaluate the training institutions and local authorities audit and inspect on site, the practical situation is still not realized and price cutting competition is serious. At Kaohsiung, most of industries are traditional and most of training courses are almost included. Therefore, selecting the training institution by considering the soundness of management system will affect the willingness of facilities investment and faculties nourishment. The outcome of training institutes will directly affect the concept of intrinsic safety of trainee; therefore, this is a major issue of central authorities and public. Due to the wide coverage of industries and law related characteristics of occupational safety and hygiene training, it is nearly possible to measure by a single questionnaire. This study first collects from literatures and the opinions of experts from industries, government and academics by Delphi method, sums up all the data to develop the questionnaire, and then evaluates the results to define different requiring factors in each hierarchy. Based on these factors, the questionnaire was constructed and statistical analysis was performed. The research results showed: The differences in customer’s education and source of participating fee will generate the separation for training program market. The relationship between “course consideration and meeting requirement” and “satisfaction and loyalty” is highest (.716). This result provides valuable information for training institutes. Customers who take “learning second expertise” and “preparing for changing job” as participating purposes will have a substantial influences on the occupational safety and hygiene training institutes.
