An Empirical Study of the Location Selection indicators for Recycling Soil-Stone Stacked Filed in Taiwan Area

In recent years, hydrological extreme events in Taiwan become frequent. Recycling soil-stone stacked filed (storage center for soil and stone) is needed for temporary storage of soil and stone as well as for quick dredging a channel to unclog soil and stone. It is subject to produce environmental pollution and related problems because of large vehicles, frequent transport and operation process in recycling soil-stone stacked filed, which lead to discontent among people, undesirable legitimate sites for operation and a difficult legitimate process. This study is based on existing literatures and opinions from interviews with experts to establish hierarchy for location selection index. An AHP relative weight questionnaire was produced based on this condition, and weight re-assessment of location selection of index for recycling soil-stone stacked filed (storage center for soil and stone) were done by scholars, government personnel, practitioners and others. After questionnaires recovered, valid questionnaires are selected through consistent verification for result reliability controlling. Relative weight values will be reached by means of comparison process of hierarchical analysis. To establish weight system and find out the most significant common views as references for practitioners selection of recycling soil-stone stacked filed location as well as for governments law revise. The conclusion shows that, experts believe the most important factors are the following in descending order: public safety (0.263253), management (0.158649), environment (0.155597), regulations (0.154809), natural condition (0.13459) and economy (0.13459). In general, experts believe that the most important ten guidelines for disaster prevention for location selection of index of recycling soil-stone stacked filed are the following in descending order: disaster prevention, self-discipline of practitioners, regulatory restrictions, air quality, road width, disaster reduction, good relationship with neighbors, equipment requirements and increasing employment opportunities. Only if the selection of recycling soil-stone stacked filed (storage center for soil and stone) location meets the demands above, lawful and reasonable yard is able to be built and reach targets of disaster prevention and disaster reduction. If government gives proper benefits to the public and increases the number of practitioner in legislation process, the publics compliance to regulations will be increased.
