A Study of the Decision-Making Factors of Elementary School Selection using FAHP

Popis: | 105 In the trend of fewer children, most parents nowadays pay more attention to the education environment for the next generation than in the past. This virtually becomes the pressure for administrative units of public elementary schools in enrollment rate and school operation. Schools have improved the aspects of campus environment, software and hardware, teacher quality and administrative efficiency to win the favor of parents. However, the improvement of education quality is the real opportunity for sustainable operation. According to the literature, among the factors of public elementary school selection considered by parents, transportation convenience, equipment and environment, curriculum design and planning, teacher quality, student achievement are the most important factors. This study, based on the literature review and expert interview, adopts fuzzy analytic hierarchy process (Fuzzy Analytic Hierarchy Process, FAHP) to list “the evaluation factors of elementary school selection by parents.” The hierarchy is first decomposed into five aspects: “campus environment and equipment,” “image of school,” “teaching and counseling”, “student learning” and “administrative service.” Then, 24 relevant factors are developed under the five aspects. Expert questionnaire design and survey are conducted next. The target interviewees are divided into two parts, one for the parents of students, one for the core decision-making school administrators. The results of the study show that the factors of the school selection considered by parents, in order of priorities, are “teaching and counseling,” “student learning,” “campus environment and equipment,” “image of school” and “administrative service.” In the order of importance of the factors, the first factor is “professional teaching ability and enthusiasm of teacher,” followed by “emphasis on daily manners and moral characters,” and the third is "considering individual differences among students by teachers.” The differences of the importance of factors between parents and school administrators are examined. The research results can provide recommendations to elementary schools for planning enrollment direction or school characteristics development. |
