The early years the electronics industry were very flourished, The IC design house also has its own products and expertise, the competition company in the market was relatively small, in this underproduce supply conditioned, The IC design house often ignore the request from System Manufacture. But in recent years, the differentiation of consumer electronics products function and price is getting close. The system manufacturers rely on the proportion of IC design house is arduous, and the Service demand has gradually increased, Under this trend, the professional service and the product characteristics becomes much more important. Therefore this study is expected to explore the deficiency identification of service and production quality for consumer IC design house. And then explore how to improvement the service quality and product quality for the consumer IC design house. To enhance the system manufacturer’s purchase intention. In order to achieve, this study used IPGA’s service quality and product quality to identify the deficiency for consumer IC design house. To discuss the reasons about the deficiency of the service quality and product quality, and to propose concrete strategies for improvement so as to achieve better service quality. The service quality questionnaire was designed base on P.Z.B. quality scale. The product quality questionnaire was designed base on David A. Garvin (1987) quality scale. This study used a cell phone survey method to collect data from system manufacture who used the IC design house’s product. There are 60 valid questionnaires were collected. The results of IPGA matrix found that there are 14 major factors in strengthening the improvement quadrant, The service quality containing 「The engineer will preapre the required tools when he go to the customer.」「Engineers have excellent professional ability.」「Engineers commitment to the customer can be completed in time.」core factors and so on. And the product quality containing 「When products under long operation time it still can work.」「The Product have high yield.」「The Product features meet the company's needs.」core factors and so on. According to the results, improvement the service quality and product quality strategies are provided for the IC design house.
