Popis: | 105 This study focuses on two types of care workers:family-based and center-based child care workers, and explores their characteristics and labor process comparatively and respectively. Research emphasizes that it is necessary for care workers to have an appropriate social security protection in order to provide ideal care quality. Drawing from in-depth interviews with 17 interviewees, including 8 family-based care workers, 5 center-based care workers, and 4 care service administrators, and field observations with 6 family-based care workers and 1 child-care center. Research shows that both family-based and center-based care workers practice the core concepts of childcare which are physical labor and emotional labor. Due to the difference of working status, care workers practice different working autonomy in varying degrees. Family-based care workers perceive themselves as own-account workers, but they have to take occupational risks; however, center-based care workers have to follow employers’ order and working for the employers in which employers are also responsible to produce the means of production and take some parts of occupational risks from the workers. This study also addresses that both workers provide child care service under the market logics. Family-based care workers as an individual and center-based care workers as a form of organization follow the law of demand and supply that corresponds to customer. The common obstacles lie in the deviation between the logic of market and care activities, fixed gender norms, and the weak role of government that make child care workers face the volatility of working condition. Last, research suggests that policy should take actual care working condition into consideration with enforcement of the law and discover actively in order to protect workers who are protected by existing policies from being influenced by market logic under the profit. |
