The practice and reflection of video database typed Alternative Media –A case study of CivilMedia@TW with the event of Dapu

In this study, the Dapu Incident in CivilMedia@TW was taken as the case study to reflect on the overall ability of practice, as well as to explore how to expand the alternative media in the form of multimedia database from the existing theoretical basis. By taking the alternative media theory as a category, this study also combined the concept of public journalism with the functionality verification of database to conduct the exploration. Furthermore, in order to investigate the roles and functions of CivilMedia@TW in the Dapu Incident, the content analysis was adopted to verify the reporting content and database functions and the in-depth interviews were used to obtain the overall practice. In addition to deepening the theoretical implications of alternative media presented as a multimedia database, this study also examined how its spirit could be shown on the practical level. CivilMedia@TW is superior to the mainstream media in many functional aspects, including the form of news, the provision of the opportunity for disadvantaged groups, the presentation of neglected viewpoints and the trigger of social movements. In the concrete practice in the Dapu Incident, CivilMedia@TW had played four functions, including “achieving the partial purpose of calling on the participation of the public,” “presenting the competence of professional knowledge but not the competence of news production,” “presenting the neglected viewpoints of disadvantaged groups but not their diversity,” “reporting in an easily understood way to enhance the promotion and comprehension of the information,” and two roles, including “complementing the neglected viewpoints in the mainstream media” and “providing the full context and follow-up reports of events.” Moreover, it also created three types of relationships between social activists, including “cooperating with the sources of information and recognizing the functions of each other,” “providing more space for discourse for disadvantaged groups and social movement groups.” In the aspect of expanding the theoretical implications of alternative media, after combing with the multimedia database, the alternative media should possess the new implications of “establishment of a friendly platform for sharing” and database features. Currently, CivilMedia@TW has faced the dilemma of achieving a balance between the two roles of alternative media and multimedia database, creating a difficult situation that it is uneasy to retrieve from all sorts of information. Apart from the funding and workforce issues, the biggest issue that CivilMedia@TW needs to address at the moment is to adjust the attitude of staff, pushing them to acknowledge the needs of users. Despite being limited to the funds and scale, CivilMedia@TW is still willing to keep trying and innovating, and thus it is promising to see how it will grow and thrive after addressing the issue of responding to the users.
