Popis: | 104 Armed Forces’ Streamline project had been completed in 2014. Due to low birth rate and aging society in Taiwan, the military service system will be transformed into All-Volunteer System, and the end state of the transformation is to build a compact and strong defense forces. Nevertheless, the Armed Forces frequently face unexpected problems and these difficulties need to be thoroughly discussed. Therefore, the purpose of this thesis is to study our country’s military system development and reorganization process, and the current problems will be discussed from the practical level point of view. The thesis will employ qualitative approach and document analysis to understand and study R.O.C. and other countries’ military service systems, reorganization process, procedure and causes. This shall guide us to discover institutional level issues that causing the difficulties within R.O.C. military. Moreover, by depth interviews with commanders from each echelon and personal points of view from serving experiences to discuss policy’s blind spot in detail. The study shows that all-volunteer service system has been reached its quantitative goal; the combat units’ TOE ratio is close to 100 percent, and the combat readiness training can be successfully executed. However, the busyness phenomenon in lower echelon has been causing negative influences regarding recruiting and reenlisting issues, therefore the all-volunteer system is impeded. |
