A Study on China's Command Systems in Non-Combat Military Operations for Natural Disaster with Examples of Wenchuan(2008) and Yaan(2013) Earthquakes

Over the past years, as a result of global climate change, natural disasters have occurred at a more frequent rate and have become a top issue for many countries. Using armed forces for these non-combat operations has also become a standard practice. China has been actively engaged in rescue operations with military personnel and resources in response to the Wenchuan and Yaan earthquakes measured at 7th on the Richter scale. This study tries to explore the command systems in China’s such operations by examining the Laws of Natural Disaster Rescue Operation by the Military, and the Laws of Emergency Response in People’s Republic of China, issued in 2005 by Chinese government. In order to evaluate the performance and results of such operations in the aforementioned earthquakes, this study also compares the process and results of China’s military with those of other countries. With an understanding of China’s command framework and performance, we can figure out, for the reference of Taiwan’s military, the overall capabilities of China’s military in response to natural disasters.
