The disputes keep happening in the south-east area, because of "the rise of China" in the 21st century. In order to restrict the "Asia pivot"and "Rebalancing to Asia-Pacific" policies from United-States government, China advocated the concepts of "One belt, One road" and "Asia Infrastructure Investment Bank" recently, and these ideas might bring uncertainties to the developments in the south-east area countries. Indonesia played a strategic role in the recent expansive policies of China. The reasons include that Indonesia has large territory and popularity, and Indonesia is located in the bridge of Asia and Australia, and in the hub of the Pacific Ocean and Indian Ocean. In August 1945, Sukarno, an influential nationalist leader, declared independence and was appointed president, nowadays the 7th president of Indonesia is Joko Widodo. Between almost 60 years in the whole history of Indonesia, President Haji Mohammad Suharto(Suharto) and President Susilo Bambang Yudhoyono(Susilo) governed for a long time, and brought large influences to Indonesia, but those two presidents hold different attitudes toward Indonesia-China relations. Therefore, the study based on the "two-level " theory from Robert D. Putnam and the "level of analysis" theory from Kenneth Walt. These theses will discuss the transforming and differences of Indonesia-China relations between Indonesia President Suharto and Susilo, besides, we can have clear picture from a few of cases in politic, economic and culture fields. Indonesia government insists "One China" principle, but it does not mean that Taiwan will have no space to develop international relations with Indonesia. In the result, there are a few suggestions for Taiwan government to rethink the policies toward Indonesia.
