Exploring the Innovation Based Entrepreneurship Policy for Taiwan:The Case of Maker Ventures

Popis: | 104 Maker movement has been gaining momentum around the world. Among the leading advocators for the movement are the U.S. and China. Obama, the U.S. president, considers this movement to be a boost for industrial reconstruction and job creation by promoting innovation. Li Ke-qiang, the Chinese prime minister, considers it to be a full implementation of innovation and entrepreneurship. The same as the U.S. and China, Taiwan expects this movement to be a promoter of innovation and entrepreneurship. Government departments are pondering the right policies and supporting methods for maker ventures. Using the MOS framework proposed by Lundstrom and Stevenson in 2001, this study explores government policies supporting innovation based entrepreneurship in Taiwan, especially those policies toward the maker ventures. The research objectives are to analyze the effectiveness of current policies and to find a way to improve it. Qualitative research method is used, and expert interviews and policy documents are used as the source of information. In-depth interviews with policy maker, executive officer, scholar, and practitioner are balanced by secondary data about these policies. Data are analyzed according to their motivation, opportunity, and skill impacts. The results show that 1. Coordination of government sector, non-government sector, and markers can be the foundation for a better entrepreneurship ecosystem. 2. Open-mindedness and internationalization can to the best approach toward innovation based entrepreneurship. 3. The efficiency of policy implementation affects the effectiveness of these policies. |
