Analyze Cruise Industry Developing Strategies for Taiwan International Ports Corporation – A Case Study of Keelung Port

Taiwan is located in the central region of the East Asian archipelago, at the intersection of Northeast Asia and Southeast Asia, and acts as an important hub for Asia-Pacific trade and transportation because of its superior geographical location. In the vicinity of the largest tourist market of China, and endowed with abundant tourism resources, Taiwan is quite suitable for developing the cruise industry. Currently, cruise ships call at each of Taiwan’s international commercial ports, with the highest percentage of those ships calling at Keelung Port. This research analyzes the cruise industry developing strategies for Taiwan International Ports Corporation (TIPC) in the coming future; therefore, the operations, marketing and talent aspects of the cruise industry undertaken by the Keelung Port are the key points of this research. This research is mainly directed to operations management strategies, marketing strategies and talent development. Operations management strategies include four facets such as renovation or construction of tourist centers, harbor and equipment planning, strategic alliances, ports cooperation, common development of port and city. Marketing strategies include three facets such as marketing methodology, integration of tourism resources for diversified tourism planning, and incentives. The talent training plan (including training of existing talent and recruitment of professional cruise talent) are eight facets where relevant data of which will be consolidated. Base on the above facets, in-depth interviews were conducted with relevant members of TIPC. Serving as a reference direction for TIPC’s operation strategies, the interview results indicated that Keelung Port’s future cruise port development strategies could include: enhancing improvement plans for the port’s hardware and software facilities, collaborating with the Tourism Bureau and/or neighboring ports on joint marketing efforts; adding short term cruise routes, planning multifaceted tourist activities and expanding tourist base; strengthening talent training, syncing and aligning with the world; combining external resources to establish port terminal dedicated area, business development of port terminal; combining with city marketing to attract cruise ship operators and passengers, etc. This research is also based on the current status of the hardware and software of international commercial ports, as well as expert interviews and advice, to better meet practical needs, in hopes of achieving the expected results of this research.
