A Study of Evaluating the Security Control and Management Software Alternatives of a Military Organization using the AHP

It is not sufficient in terms of confidentiality to prevent thieves from illegally accessing and abusing organizations' internal classified information by simply using an encryption software. Through a case study on the electronic documentation security control and management system in the internal network of a military organization, the purpose of this research is to analyze and compare among the military (and the self-developed) encryption software, the TrustView documentation security control and management software, and the Microsoft RMS (Rights Management Services). Furthermore, the AHP (Analytic Hierarchy Process) expert questionnaire approach is used to identify the most suitable solution for matching the organization's characteristics, and such a solution will act as the basis for introducing the documentation security control and management system in the future. This study concludes and establishes analytic hierarchy structure by utilizing the expert panel discussions. Furthermore, by using the expert questionnaires and applying such questionnaire data to the Expert Choice 2000 software for analysis, all of the facets and the weighting factors for evaluation can be obtained. Finally, the order of the best suitable solutions for electronic documentation security control and management can be obtained. The results show that most survey respondents believe that the order of the best suitable electronic documentation security control and management solutions for the organization's internal use is as follows, the "Microsoft RMS", the "TrustView", the "self-developed encryption software", and the "military encryption software" which is the last choice. The reason to this is that the Microsoft RMS has significant advantages in terms of "safety" and "convenience". In addition to strengthening information security, it can also improve the efficiency of information operations.
