Hamasen area is one of the indicators that witness Kaohsiung moving forward into modernization. During the period of Japanese occupation, Japanese chose Kaohsiung port as the base for progressing the Southern Expansion Doctrine. Therefore, the establishment of the Kaohsiung port’s station prospered Hamasen area, the catch as well as the import of foreign goods enriched Hamasen area. However, in the need for developing offshore fishing, Hamasen area met its recession as Chien-Chen Fishery Harbor was established after the ROC ruled Taiwan. As the society gradually pay attention to the quality of life these days, the need for sightseeing then play an important role in people’s life. The government thereby progress some regional sightseeing constructions to promote surrounding business. In the past, due to their impression toward Kaohsiung, most of the tourists regarded Cijin area as their top priority. Since that Hamasen area is the major and only way to go to Cijin area, the government should find out a way to progress community reconstruction to old Hamasen area which can meet tourists’ need and ensure residents wouldn’t be bothered too much. Since 2009, Chinese tourists have brought magnificent influences on Hamasing community. Therefore, based on residents’ experience, the study uses qualitative way to demonstrate how government policies as well as citizen participations solve the problems Hamasing community faced which arise from tourists. Also from residents’ perspective, the study uses collaborative governance to discuss cultural historical conservation and public affairs engagement, and documents future community targeting and development patterns of Hamasen community.
