The current real estate tax policy, tax base, and price deviation in Taiwan have resulted in ineffective taxation of real estate transactions income. Additionally, Taiwan is adopting a real estate transaction tax system, which is based on separate valuation and the present value of the real estate, causing a large deviation from the market price. In turn, the system cannot achieve the goal of slowing down investments and suppressing real estate values. This study incorporates a literary review with focus on real estate income tax system case studies and the impending policy of property unity (taxing based on actual value). It will allow us to understand related act of real estate transfer and explore the disputes regarding reported taxation. The study gathered the important conclusions as follows: 1. Individuals cannot choose the most self-beneficial method for declaring real estate transaction income taxes. 2. The current real estate tax policy, tax base, and price deviation in Taiwan have resulted in ineffective taxation of real estate transactions income. 3. According to the Treasury standard procedure for taxation, taxpayers cannot include required fees. 4. Property unity should be instituted in order to ensure rent fairness. Based on these conclusions, we recommend the following: 1. Beneficiaries should be taxed according to basic taxation principles. 2. Individual real estate transaction revenue should be taxed based on the price of the deal. 3. An effective use of the registration system will allow timely adjustments of current land values and housing valuations to prevent price deviation. 4. An effectiveness implementation of property unity will enhance Taiwan’s real estate transaction income tax system and maintain rent fairness while suppressing the property values.
