The Electronic Medical Record Insurance Claim Process Based on Group Signature

With the advances in Internet development and information technology, traditional medical records are gradually becoming replaced by electronic medical records (EMRs). Many nations around the world are actively adopting EMRs not only as a way to solve the problem of excessive manpower, but also to help bring about other health information technology and services. In 1996, the United States Congress has enacted the Health Insurance Portability and Accountability Act (HIPAA) to provide for the exchange of EMRs, and to ensure their security, validity and integrity, as well as to protect the patient’s privacy. Nevertheless, each country’s health-related laws are rather different, and therefore, in this paper, we take as an example the medical environment of Taiwan and design an insurance claim process suited to Taiwan’s EMRs.
