A Research of Market Entry Decision Factors of Taiwanese Long-Term Care Facilities into Mainland China

The fully opening of the elder care service market is mentioned in the 13th Five-Year Plan of China. The long-term care industry in China is still at the early development stage, and it has not formed any specific product item or business model. In contrast, the society in Taiwan becomes an aging one earlier than that in China, so Taiwan’s long-term care institutions own rich experiences now. They have various types of service operations and maturing systems, which are great advantages of long-term care institutions in Taiwan. As the trend of population aging is intensifying and related policies are changed to be opened, now it is the best time to enter the long-term care market in China. Through the methods of literature review and expert interview, the system of decision-making principles for key factors about the long-term care institutions in Taiwan entering the market in China was developed in the study. On the basis of the prototype, the research framework was constructed with Delphi method. Then key factors related to the decision-making about the long-term care institutions in Taiwan entering the China market were confirmed with the use of Decision Making Trial and Evaluation Laboratory (DEMATEL) and the Analytic Network Process (ANP) methods. According to the causal relationships among the key factors, the results of importance-performance analysis were used to investigate the improvement measures for performance. The results of empirical study shows that the "market scale", "market growth", "talent supply", "policy/regulation" and "uncertainty" are the key factors. Among them, "uncertainty" is the source of the decision for the long-term care institutions in Taiwan to enter the China market, and it also drives the improvement of the other key factors.
