Research on the liberalization of the electricity market -Lesson from the UK electricity market liberalization

Before the implementation of the UK electricity liberalization, the Central Electricity Generation Board(CEGB) exclusivity electrical market. Since the Central Electricity Generation Board(CEGB) need to bear the burden of policy and investment over the problem, so long in a huge loss, but also the price high. Due to the foregoing background, the British Government's determination to push for a liberalization of the electricity industry means to solve the problem of high electricity prices, ease in 1988 published "privatization of the power industry" white paper. The next year, the British "1989 Electricity Act" came out, came into effect, the British electricity industry started to implement liberalization. However, when Britain was forced to take power pool trading system, an attempt to increase competition in the market price of electricity rationalization, but the industry's use of joint behavior control prices, its effect is not significant, does not solve the original problem of high electricity prices. To address these issues, the British introduced a new electricity trading Arrangements (NETA) in 2001, planned independent regulatory authorities, and the correction of the market system architecture. On the other hand, due to the growing problem of climate change, the world is very concerned with reducing the carbon emissions issue, especially after the "Kyoto Protocol" and "the United Nations Framework Convention on Climate Change" in effect, countries are thinking about how to use policy instruments to achieve carbon reduction targets. Britain launched a new electric industry policy - the electricity market reform system (EMR) in 2013, its main purpose is to take forward the development of renewable energy sources, to achieve the purpose of reducing carbon emissions, the content consists the” Feed-in Tariff with Contract for Difference” (FiT CfD ) and the capacity of market mechanisms. Taiwan follow the global trend of liberalization of the electricity industry, and enhance competition in the market economic system functions, ensure power supply stability and reduce carbon emissions problem, since 1992, to initiate discussions and research on electrical correction method, after several discussions with policy after the national energy conference, a consensus electricity industry liberalization, and five of proposed draft amendments electricity industry liberalization, but none can complete the legislation. Taiwan proposed amendments to the draft Act electrical industry again in 2014, therefore, this article will be the British experience of liberalization of power, compared to the draft law electrical industry in Taiwan, The bill for research and analysis.
