The military dependent village was derived from Taiwan's special historical background in 1950s. The soldiers and their families used to live in different provinces of Mainland China, and consequently they have brought different living habits and life styles to Taiwan. A wide range of ethnic and regional cultures mixed together as well as blended variety of human characters and that has expectedly become the epitome of multiculturalism and an important cultural asset of Taiwan. Due to the official polices of reconstruction, the military dependent villages have been gradually disappearing. Nowadays, more and more people pay attention to the unique and special culture of military dependent villages, and advocate the buildings of military dependent villages which should be preserved and actively re-used. Japanese Official Residences- Shengli New Residential Quarter in Pingtung City(hereafter, Shengli New Residential Quarter)is not only one of the thirteen military dependent villages preservation districts, but also selected to save by the Department of Defense because of the value of activation use. This study, based on the point of activation use, is to analyze reference literature of the re-use regarding vacant spaces and public-private partnership by ways of undergoing the in-depth interview to understand the status of Shengli New Residential Quarter. Therefore, it is possible to generalize the conclusions as well as establish the related theoretical concept. Shengli New Residential Quarter has been building up an active phenomenon of creative life industries. But Pingtung government must strive in the propagation and preservation of the culture of military dependent village, overall plans of reuse police, training of talents and the develop of markets. Hence, this study makes an effort to give Pingtung county government some suggestions in policies of management regarding the function of buildings, propagation and preservation of the culture of military dependent village as well as future development. It is expected that the specific suggestions of improvement can make Shengli New Residential Quarter turn out to be a model for other military dependent villages. Through the combined resources of public-private partnership, professional guidance, public-private partnership and methods of multifaceted cooperation, Shengli New Residential Quarter can hopefully reach the goal of sustainable development.
