The Ministry of National Defense has been facing challenges which are associated with the English proficiency level of military personnel. This research aims at making a contribution to improving the competitiveness of English teaching in the military, attempting to look for important characteristics essential for teaching English in a military school by adopting the Modified Delphi Method. Fifteen experts participated in supplying opinions as raw data to which the Modified Delphi Method was then applied. Results indicate that there are 26 important characteristics that can be categorized into four components: Technical Knowledge, Pedagogical Skills, Interpersonal Skills, and Personal Qualities. And each component consists of four to ten items. These 26 items are the sum of the important characteristics of the successful military English instructors of the ROC Air Force. The results will be used to improve English teaching in the military, especially those related to teacher characteristics.
