Popis: | 103 The current trend in public management philosophy is to favor public–private partnerships in which the government acts as a third party, representing a shift from traditional public administration and new public management. Under this new governance model, the government should play the role of a balancing mechanism that promotes cooperation and resolves problems. Its function would be to initiate requisite partnerships and ensure that public interests are effectively represented in this cooperative system. Therefore, the government should replace hierarchical control mode by adopting network cooperation. A government fulfills its policy mission through public budget provision. It has to provide services to meet citizens’ diverse needs. Hence, it has to stipulate policies that effectively improve budget efficiency and impact as well as create value while facing budgetary constraints. Stakeholders will then be invested voluntarily government’s policy direction, thereby expanding the administrative multiplier effect. However, when a country’s resources are limited, its government must emphasize internal governance even though its premise is public interests. As such, approaching government policies from the perspective of a business model might lead to viable solutions. The basic format for handling overseas Chinese affairs is to “allow them to come back happily and continuously.” The characteristics of the government’s approach in handling overseas Chinese affairs can be determined from historical patterns and the relationship between overseas Chinese affairs and the country and its industries. It should be significant when the government’s platform-based overseas Chinese affairs are used to deduce the feasibility of applying a multiplatform strategy to implement government policies. This study investigated three projects related to overseas Chinese affairs, specifically, the promotion of overseas medical services, Taiwanese cuisines, and Chinese language teaching. The issues are as follows: 1.The government’s means of analyzing the business model dimension of its governance can serve as the basis for the introduction of corporate management concepts, which will enhance effectiveness. 2.The government’s presentation of the platform characteristics or functions of the ecosphere and catalyst, which serve as reference for the service value of a centralized platform for creation and investment of resources. 3.The main scope of service is overseas Chinese affairs with which the local population may not be familiar. The goals are to initiate linkages with domestic industries through establishing and operating the platform and to reach a conclusion about overseas Chinese affairs that the local population is able to accept and comprehend. Basically, the foregoing three overseas Chinese affairs which use a business model to expand the operational dimension are a multiplatform prototype and can also be scope to develop mutually beneficial local–overseas partnership, which would generate complete awareness of the strength and importance of the overseas Chinese community. |
