Taiwan is surrounded by waters and there are a few flat lands and intense population. Due to the scarcity and high value of available land, the fish port in coastal zone seems to provide the potential sites to meet various needs of further development and to attract both public and private developers. However, the fish ports in coastal zones in Taiwan were not well planning and used. That resulted in some problems such as a loss of natural coastline, destruction of natural habitats and decline of marine creature resources. The coastal zones in Taiwan are under heavy pressures of rapid development and incompatible uses, thus Taiwan authority has devoted to improve marine fishing. However, there are still a few problems remained to be solved. This study analyzes the background and evolution of marine religious culture in Taiwan to figure the direction of fishery transformation, and the progress, performance and problems of the fishing transformation of Fu-Gang fish port in Taitung are analyzed as well. Tung-Kang fish port in Pingtung, similar to Fu-Gang port on geographical environment, traffic condition and development history but with successful developing experience of marine religious culture, is analyzed and compared with Fu-Gang port by induction analysis method and comparative analysis method for their development history of marine religious culture and the influence of religious culture on fishery transformation. Consequently, valuable developing direction of Fu-Gang fish port could be proposed via Tung-Kang’s successful experience and create the new sustainable development model with balanced relationship between marine religious culture, fish port transformation and tourist industry.
