the year 2018, Taiwan will become an elderly society and by the year 2025 it will have become an very elderly society. The needs for care that will go along with these can be imagined. The Executive Yuan Ministry of Labor proposed a new plan for hiring foreign caretakers in August of 2010 called “The Organization for Foreign Sent Home Care Service Plan” which allows for the current method of having foreign caretakers live within the home, but to also would include the “Organization for Foreign Sent Home Care Service Plan.” Simply put this would allow foreign caretakers to be sent to help out in the home, but their service would be limited to those meeting special requirements. This would utilize a purchase plan in which the organization would send a foreign caretaker to your house to take care of your needs. The cost should be somewhere between the cost of a native caretaker and a foreign caretaker. The idea of “Dispatched Foreign Caretakers” attacks the needs of the current employment situation and is expected to be polarizing. Labor groups worry that this policy will affect the employment market of the local labor unions increasing the nation’s unemployment rate. On the other hand, foreign labourers and human rights groups believe that “Sending Foreign Caretakers” helps in meeting the needs of providing hiring elasticity and human rights for foreign workers. This thesis states that “Full liberalization of foreign caretaker outreach care services.” not only immediately improves upon the areas lacking in Taiwan’s caretaker services, but also improves the employment and salary of local caretakers. It is also able to improve the unreasonable work requirements for foreign caretakers who come to Taiwan to work and allow them to increase the management of their life and their salaries.
