Disabled People's Travel Mode Choice Behavior Towards Wheelchair Accessible Taxi

Taiwan is stepping into an aging society, and the population of disabled people increases year by year. However, the transportation obstacles might influence the willingness of disabled people to get social involvement. Wheelchair accessible taxi is an new transportation service in Taiwan and provides disabled people, especially wheelchair user, a door-to-door and limitation free transportation service which brings them more convenience and value. This study is aim at build a mode choice model for three door-to-door travel modes, which are private car (as passenger), wheelchair accessible taxi (WAT) and Fu-Kang bus, to disabled people. This study use the discrete choice model which incorporating leisure constraint as latent variable to build the choice models. 305 questionnaires are analyzed to investigate the choice behavior of disabled people in Tainan and discovered their choice preference is different by the social-economics and trip characteristics such as age, occupation, disabled level, duration of using wheelchair, number of trip escort, and trip purpose. If considering psychological constraint as latent variable, three psychological constraints of interpersonal, external structural and internal structural are observed as factors influence disabled people’s choice preference. Besides personal characteristics, the result of this study shows disabled people’s choice preference will be influenced by the price and reservation time of different travel modes as well. The choice probabilities towards three modes are private car (as passenger) 44.47%, WAT 30.75% and Fu-Kang bus 24.78%. The willingness to pay of reservation time is NT$0.84~1.19/hour, the direct price elasticity of demand towards WAT is -0.55. We also analyze customers’ expectation and experience to WAT by IPA analysis method. Ten service attributes are sorted into “concentrate here” quadrant. The results of this study can help the WAT authorities and operators making policies, strategies and improving the service.
