SWOT Analysis of Administrative Corporation Transformation of the Taipei City Hospital

Popis: | 103 The revolutionary wave of governmental organization reengineering has been promoted by governments around the world, and administrative cooperation is one of the main options promoted by our government for condensing the structure of public organizations. The Taipei City Hospital (TCH) is a highly professional subject of administration with low density of public authority. Due to the rise of large private hospitals and the rigid structure of the health insurance payment system, transforming the public hospitals into administrative cooperation may enhance the administration and operation efficiency and strengthen their competitiveness in medical industry. In this study, we used the strengths, weaknesses, opportunities and threats (SWOT) analysis to dissect the relative characters of public and private organization to be confronted by the TCH when transforming into an administrative cooperation, the advantages and disadvantages to be encountered when adjusting the management strategy, and deduce feasible solutions to be used as decision making references and operating guidelines. We also used documentary analysis and in-depth interview to answer the following questions: (1) what are the advantages of administrative cooperation model of public hospital? (2) what are the disadvantages of administrative cooperation model of public hospital? (3) how to operate a public hospital in administrative cooperation model? (4) what are the SWOT of transforming the TCH into an administrative cooperation? The SWOT analysis showed that: a combination of the superiority of charity nature of the public hospital and the flexibility of management of the private hospital could be a feasible strategy for the TCH to improve its service performance. To relieve doubts and insecure feelings of our colleagues, and establish and grind in with other governmental agencies, we suggest:(1) to form a TCH promotion committee for the initiation of administrative cooperation transformation, and (2) design a workable governance mechanism with transparent information for the public to examine the effectiveness of transformation. |
