Under the trend of globalization and regional economic integration, the industrial territory has been fast transferred and restructured, making the operating environment for global industry increasingly complicated and changeful. Belonging to the shallow platter economy due to its small domestic demand market and limited natural resources, Taiwan is highly dependent on the overseas markets and technologies. As a result, Taiwan enterprises are vulnerable to impacts in the case of the international economic situation changes. Therefore, the enterprise can only strengthen its operation constitution and industrial competitiveness in order to meet any challenges. Then, how could the enterprise’s best operating condition be maintained? The only way is to conduct physical examinations on the enterprise at any time, namely, enterprise diagnosis, to discover the potential enterprise problems and make the corrections early. By taking the integrated finance/management/strategy analysis (FMSA) model architecture created by Chu-yi You as the reference blueprint, this study conducted enterprise diagnosis on the case company in the information service industry. The diagnosis procedures were implemented in an outside-in and stepwise manner. The external enterprise diagnosis was conducted first to observe the current status and trends of the global and cross-strait information service industry. The focus was placed on the industrial structure analysis of the information service industry in Taiwan, including the industrial chain, production value, employment figure, industrial development trend, competitive advantage and leading conditions. The external SWOT analysis was made at the same time, in order to understand the influence of the industry environment on the enterprises through the external diagnosis. Then, the internal enterprise diagnosis was conducted. In the seven management functions (production, marketing, human resources, research and development, finance, administration and information) as the core for diagnosis. The analysis was made by dividing them into the three aspects of finance, management and strategy according to the FMSA model architecture. Three key indexes taken from each aspect to perform the integrated FMS analysis and develop the final improvement action plans. The net interest rate, turnover per person and Ⅱ self-owned capital ratio were respectively ranked in the order of importance. The final step was to determine the coaching direction and propose the scheme planning. A total of ten improvement plans were drafted in this study with the specific practices detailed, expecting to help the case company. Besides serving as the enterprise diagnosis reference model, the findings of this study can also help the enterprises to improve the operation constitution and assist the bank credit officers to judge the risks on this basis, so as to achieve the win-win results.
