Discussion on Factors Influencing the Performance of Hospital Renovation Engineering-Taking one Medical Center in Taiwan as the Example

The medical industries in Taiwan have faced rapid changes in external medical environment. Due to the industrial particularity, in hospital’s survival and operating development, hospitals need to cooperate with new medical policies and regulations, as well as conform to the trend of times. Renovation project is conducted to create the high-quality medical environment, in order to meet the public’s medical demands. Therefore, it is an important issue to discuss factors influencing the performance of hospital renovation engineering. The subjects of this study were the renovation project case of four hospital areas in one certain medical center of Taiwan. By means of literature review, the actual case summarized the common deletion in four stages related to hospital renovation project, cooperating with research subjects. The four stages include planning and design, bidding, construction management and case acceptance and closing. With the experts’ opinions integrated, 50 factors influencing the project performance were concluded. Likert Scale was applied to conduct questionnaire. Through expert questionnaire, project supervisor’s questionnaire and depth interview in each hospital area, the rank of each factor’s influencing severity and influencing performance in four stages for hospital renovation project was summarized. The research results summarized the most severe factors influencing the performance in each stage for the hospital renovation project: in the planning and design stage, the communication with units is poor and functional requirements of user unit haven’t really been understood. In bidding stage, bidding sheet, drawings and specification are unmatched. The lump engineering and project are not calculated in detail or analyzed in unit price. In construction management stage, construction manufacturers haven’t implemented voluntary inspection. The project organizers lack supervision in quality. In case acceptance and closing stage, the acceptance improvement period lasts too long. Functional test in equipment fails to operate in accordance with standards. In addition, the factors’ severity rank influencing the performance in the four stages are respectively planning and design stage, construction management stage, bidding stage and case acceptance and closing stage. The conclusions and suggestions for this study can be used as reference for practitioners to make project renovation in the future.
