Using the Technology Acceptance Model and the Information Systems Success Model to Explore User Satisfaction with the Ministry of Education E-Learning Platform

Along with scientific and technological advances, knowledge transfer has become faster and broader than ever, which in turn makes learning much easier than in the past. The establishment of the Ministry of Education (MOE) e-Learning platform was carried out due to the fact that the MOE computer center has possessed abundant multi-course digital textbooks, which naturally results in strong demands for not only creation of an effective learning platform but also the promotion of it. Moreover, since the Decree that every primary and secondary school teacher must constantly improve their teaching skills and his or her qualities as a teacher through continuous learning, a teacher has been able to maximize his or her learning effectiveness with less hours spent by taking advantage of the MOE e-Learning platform and other learning supports. The current e-Learning system, which is the latest creation from the evolution of learning systems, has been proved much better than the conventional time-consuming study entries in terms of environmental protection, saving, convenience, and the effectiveness. The aims of this study is, through the analysis of the collected data, firstly to understand how satisfied teachers are with the MOE e-Learning platform and then identify what are the advantages and disadvantages of the platform. To be more specific, the primary objective of this research is, by using Technology Acceptance Model (TAM) and Information System Success Model (ISSM) models as the theoretical basis, to explore the satisfaction level of junior high school teachers in Taiwan on the MOE e-Learning system. As the first step, by taking the whole Taiwan's junior high school teachers as the population and utilizing the stratified random sampling method, 855 questionnaires out of 950 distributed ones were obtained. After six invalid questionnaires removed, 849 valid answers were finally taken with the response rate of 89.36%. Then, the SPSS statistical software was used to conduct demographic statistical analysis, reliability test, one-way ANOVA, correlation analysis, and regression analysis. The findings of this research may be able to provide academicians and departments related with useful references and suggestions for their better maintenance and further improvements of the platform. The results of this study suggests that (1) the Taiwan's national secondary school teachers are satisfied with the MOE's e-learning service platform, (2) the service quality has the highest impact on ‘the perceived ease of use’, (3) ‘the perceived ease of use’ has the highest impact on ‘the perceived usefulness’, (4) ‘the perceived usefulness’ has higher impact on ‘the intention to use’ than ‘the perceived ease of use’ does, and (5) ‘the perceived usefulness’ has the highest impact on the satisfaction level.
