| Popis: | 103 In recent years, our national army has been actively promoting reorganization policies to the managerial problems caused by numeral inactive and disused bases; they are ranged the whole country with the aim of combat to military facilities. Because there was no thorough plan for the land acquired neither applied, the proper handling and discussing to these idle lands by selling or reconstructing is complicated and difficult. Even though with the tedious task, our military still burdens the responsibility on maintenance before shifting them into private properties from public ones; the efficient procedures for revitalizing the lands are required. This research will emphasize the relevant issues for effective methods for those lands with the consideration of justice, then the best efficiency and value from these lands for national development and demand. Balanced Score Cards (BSC) with 24 indicators from 4 dimensions, “Finance”, “Consumer”, “Internal Process”, and “Learning and Growth”, are established through experts’ interviews, and questionnaires and SPSS are applied for analysis.
