The Establishment and Development of the local museum - A case study of Tainan Jiangjun District Fang-Yuan art museum

Popis: | 102 Taiwan has established a great number of museums since the 1990s, many of which were local museums built autonomously by non-governmental power. How local culture with limited resources can develop sustainably has become an important topic that shall not be overlooked. This case study investigated the establishment and the course of development of Fang-yuan Art Museum through approaches of interview, observation, and document analysis. Based on those, interactions and relations between Fang-yuan Art Museum in Jiang-jun District, Tainan City, and the community and its residents were further discovered. The study discovered that Fang-yuan Art Museum is a local art museum created to preserve historical buildings and art education. Its establishment was not initiated by the so-called “professionals” and “governmental agencies;” instead, it was the locals that voluntarily took actions and organized it, realizing the “bottom-up” development power of local museums. The curator Lin Zhen-fong’s affection for and memory of “Sui-yuan”, the precursor of Fang-yuan, was the key to the Museum’s establishment and development. His strong affection and sense of recognition for the local area also encouraged and won many more residents’ participation and support. During its nearly six years of foundation, Fang-yuan Art Museum has been attempting to liven up the old buildings and connect to the local community; it has been hosting various kinds of exhibitions, educational activities and summer camps to bring in art and cultural resources to the remote Jiang-jun District. Based on the findings of the study, suggestions regarding three aspects were proposed. Firstly, regarding the current development situations, it was suggested to 1) further understand the community’s thoughts, 2) establish inter-museum cooperation in Ou-wang area, 3) establish a system and conduct activity evaluation and survey, and 4) provide training and advanced study to the administration personnel of museums. Secondly, it was suggested that relevant government departments should allocate resources fairly and reasonably to allow balanced development in different areas, and raise the public’s awareness of the issue of cultural resources through relevant approaches and measures. Lastly, the study emphasized that the issue of museums and community development should be planned and observed from a long-term perspective. It was suggested that three topics, including “management of non-profitable organizations”, “effectiveness analysis of art education activities,” and “interaction between Fang-yuan and the community,” should be studied qualitatively and quantitatively in the future to enable sustainable development of Fang-yuan Art Museum and other similar local museums. |
