An investigation on the relationship of housing loan business with operational efficiency of banks: A case study of three major commercial banks in Taiwan.

The global credit crunch risk induced by subprime crisis originated from America has a great impact on the financial sector worldwide¸ and Taiwan is of no exception. In order to stimulate and boost economic growth, several monetary quantitative easing policies were implemented globally. Continuous influx of foreign investment, historic lows of interest rates and lower inheritance tax, etc. were the main factors causing soaring real estate prices in Taiwan and also the problems of over investment. Selective credit control policies were implemented to achieve living justice and also in the hope of regulating hosing prices and stabilising the domestic financial market, the Taiwanese government introduced ‘Luxury Tax Policy’, ‘The Value of Real estate Registration’, ‘Affordable Housing Policy’ in June 2011 and August 2012 respectively. Data Envelopment Analysis is the methodology adopted by this research aimed to measure the overall technical efficiencies, pure technical efficiencies, scale efficiencies and super efficiencies of three formerly state-owned and now privatised banks (Fist Commercial Bank, Hua- Nan Commercial Bank and Chang-Hwa Commercial Bank) between Q2 2007 and 2013. Slack analysis then used to understand the extent and direction of improvement of each bank. The main findings of the study are categorised as below: 1.Despite an overall improvement of operational efficiencies among the three banks, it is only limited to an insignificant extent, and low scale efficiency is found to be the major cause of operational inefficiency. 2.Inefficient asset allocation has caused over investment of total asset and savings among these three banks. 3.An estimated ranking produced by super efficiency model, in an descending order is : Chang-Hwa Commercial Bank, Hua- Nan Commercial Bank, Fist Commercial Bank.
