The relationship between the government and the government-funded foundations has been the focal points of discussions, no matter theoretically or practically. The main factors are the density of the government’s supervision and the autonomy of the foundation, which holds the crucial impact to the system’s purpose of establishment. In Taiwan, the legal aid system is funded by Judicial Yuan and operated in a form of juristic person. In such background, it’s very controversial when it comes to the position of the institution, the government-foundation interactions and the impact of the management mode. Based on the experiences of the interviewees, this thesis would like to not only discuss of the interaction and relationship between both actors but also further stress the impact of this kind of managing pattern. In the end, by discussing the issues deriving from the relationships of the two actors-for example, how to maintain the organizational autonomy? should the government build up a transparent and public channel? And the possibility to let the fair and just third party to estimate the interactions and the development for the two actors-this thesis has further made some specific recommendations and hope the discussions and the recommendations would benefit the foundation.
