| Popis: | 102 The Hakka culture is the one significant part of multiple cultures in Taiwan. In order to clarify the role of creative industries in the preservation of ethnic cultures, this study proposed the foresight research of hakka Villages Industry: Case of cultural Creativity and Tourism Management in Sanyi. In the past few years, many countries carry out a series of long-term national foresight projects to response the fast progress of technology development and strengthen competitiveness. These projects aim to combine interdisciplinary knowledge of experts and scholars to explore the trends as a complementally policy through the foresight planning. At the same time, government, industries and academic community gradually began to adapted technology foresight to industry foresight. Various foresight research methods have been adapted to help strategic thinking, analysis, planning and implement. This study integrated tourism industry strategic management and foresight research methods to ensure that Hakka cultures preservation and the development of creative industries are both in the sustainable way. With the starting point of Hakka cultures preservation, this study adapted Environmental Scanning, Futures Wheel, Delphi, SWOT analysis method to explore the key elements of the development of creative industries. Delphi has been widely used for foresight research, business forecasting and has certain advantages over another structured forecasting approach. The experts are encouraged to revise their earlier answers to find out the ethnic relations optimal path for the development of Hakka cultural and creative industries business strategy. Through the foresight methodology and strategy development, it can be seen close and complementary relationship between ethnic tourism and Hakka cultures preservation. The local governments can assess their own capabilities and resources to implement the vision development strategy and refine the environment to achieve the desired future state.
