E-learning is regarded as an essential aspect of contemporary education. In this sense, e-learning is not only the demand of prevailing social trend, but the means to develop innovative teaching methods that could not be accomplished before. The nomination of particular role model schools helps to reinforce this purpose in that both the teachers and students are involved in such revolutionary educational system and thus enhance the overall learning experiences. The Ministry of Education has been promoting the implementation of e-learning in academic conduct since 2008. In the process, certain schools that fit well to the adaption are nominated and praised nationally. Researchers have noted that quite a few of the acclaimed participants actually outperform their urban counterparts in terms of size, labor force and administrative resources. How these participants manage to relatively exhibit such unique qualities will be the main discussion of this paper. The primary methods applied here concern with in-depth interviews and analyses of various academic references. The goal is to encourage other educational institutions to establish similar patterns associated with that of the two particular model schools in Tainan. It would be constructive in developing the subsequent e-learning policy and determining what approach is to be taken in time to come.
