This study aims to use expert judgment criterion to explore the attribute hierarchy method and cluster analysis to estimates the fourth grades and sixth grades students in the area concept development learning level in order- multiple-choice, to estimate two performance level setting methods and consistent of expert judgment, and according the the setting methods which one has the higher consistent of expert judgment to compare the performance in area of concept development of students in different grades. Because this study focused on assessing the analysis of performance level setting methods in area concept learning level of fourth grades to sixth grades students, therefore, research tools and research samples were directly prepared by Cheng Wei Chen (2013), the sample size of the fourth grades are 303, and sixth grades are 299. The results are as follows: 1.In this study, application of the attribute hierarchy method student performance standards set area of conceptual development, the need to relate to the set threshold value to determine attribute dichotomy results, and found that the properties of different thresholds students will be judged vary. Therefore, this study to use the threshold in Gierl et al.(2008) to identify the appropriate threshold determination as students with the attribute, and according the student's attribute pattern to classificate the learning level of the area concept development. 2.Compare the analysis of learning level by different performance level setting methods of fourth grades and sixth grades with consisten of expert judgment. It was found that both the fourth grades and sixth grades, the consisten of attribute hierarchy method and expert judgment is higher than cluster analysis. 3.Use the attribute hierarchy mehod which has higher consisten with expert judgment to analyze the area concept development situation, it found the overall situation of the development have a significant difference for students of fourth grades to sixth grades in the area concept develope test. In addition, the performance of area concept development of the sixth grades is better than fourth grades.
