Exploring the Relationship between Public Service Motivation and Integrity Cognition and Attitude of Public Servants: A Case Study of Police in Tainan City

Popis: | 102 According to the Taiwan Government Bureaucrat Survey (TGBS) in 2008, integrity is considered as the most important public service value and ethic. The government also attaches more importance to integrity management of organizations. However, there are still some public servants not only violating the rule of integrity but also injuring the government's image. What’s their motivation working for governments? Truly to be a servant or realistically to obtain individual benefits? What can explain their attitude and intention? This paper aims to apply the concept and measurement of Public Service Motivation (PSM) proposed by Perry and Wise (1990) to study the police in Tainan. Statistically, this thesis utilizes structural equation model (SEM) under confirmatory factor analysis (CFA) approach to explore the content and factors of public servants’ PSM and integrity cognition and attitude. Also proof that the former have a significant effect on the later. We conduct a survey over Tainan City Police Department and interviewed 450 respondents. Statistical results show the findings are as follows: 1. Commitment to the public interest and civic duty of respondents’ public service motivation are both obvious, which belong to the norm-based motivation. It demonstrates that respondents attach more importance to follow the rules. 2. Respondents’ level to sustain the behavior and ethic connotations of integrity is not as high as expected. 3. Respondents’ service years and the training in police system are both positively significant to PSM as well as their integrity cognition and attitude; however the rank shows negative impacts. Moreover, family socialization, professional identity and organizational culture to PSM demonstrate positively significant. 4. Holding higher PSM does not contribute to increase of integrity cognition and attitude from statistics. They are negatively correlated. |
