Our government continually innovate taxation for normalizing national financial income and building fair, efficient and convenient tax system. Certified public bookkeeper is the important role in levying tax. A book-keeper coordinate the government and enterprises, implement fair taxation as well. Thus, setting up the Certified Public Book-keeper Service Performance Evaluation Model promotes Book-keeper industry, and permanently evaluate service performance. This model offers strategy reference while small and medium enterprise choosing bookkeeping trust or tax agency. Through studying literature and Empirical Analysis, the conclusion of this research are: 1. Quality of practice is the most valued assessment indicator by experts; 2. Quality of service is an important factor of increasing client satisfaction; and 3. Ability of concrete advising is beneficial to impression on book-keeping companies. According to the research, here’s the suggestion below: 1. Taking advantage of project management can rise service quality while carrying out book-keeping or tax agency; 2. Continuing improving HR to make good practicing impression; and 3. Timely advice can increase working value while implement book-keeping or tax agency.
