Runway Excursion Occurrences of Civil Aviation in Taiwan Using Qualitative Human Factor Analysis

Popis: | 102 The R.O.C’s Aviation Safety Council (ASC) has investigated many occurrences in past years since 1998, it is significant that the investigation result shows almost one fifth of all occurrences are related to runway veer off and runway overrun. This study analyzed the distribution of occurrences by phase of flight; it farther analyzed the nature of each occurrence to find out the common point. Through HFACS to identify the impact of human factors in occurrences of runway excursion was found that the impact of human factors up to the third level before several subprojects of "inadequate supervision" as the most common, followed by the first a level "skill-based errors," second-level "violations" after discussing the results found that "inadequate supervision" majority supervisory level as most members are failing to comply with the requirements specification or to develop or update led to modify the contents of the manual survey flight safety improvement suggestions are pointing to this project. Through several issues studying such as stable approach, thrust reversal using, aircraft performance, airport facilities, the characteristic of this kind of occurrences was made clearer. Results of these study show that most occurrences were happened while the weather is poor, however, the particular period and airport is not the direct issue; Most safety recommendations made by ASC after investigating these occurrences indicated that near half of them are skill/technical related to flight operations; the ASC recommendations to improve aviation safety have addressed several most wanted to the director of the Executive Yuan, R.O.C. |
