Global warming and green effect have become a critical issue in the world. Result from the pursuit of the economic development, the ignorant behaviors and activities done on the environment by human beings have caused a severe damage to the eco-system. Nowadays, people have realized that the global environmental crisis and the current life are inseparable. Experiencing the dispute of Mino reservoir and the flood caused by the Typhoon Morakot, an author from Kaohsiung has realized that water plays a crucial role in the eco-system. As a result, the sustainable development of water resources cannot be overlooked. Based on some studies, first of all this article is talking about the problem with frequent extreme-climate, resource shortage, environmental pollution and the difficulty in the sustainable development of water resources caused by the economic development. The following concepts depend on a Chinese classic text called “Tao Te Ching”, written by Laozi. These concepts, including “wu wei,” “returning to the prime,” “austere life style,” and “harmonious ecology,” is used to interpret the implications of environmental ethics. Pursuing economic development is not the only way to have happiness. The only way to create a sustainable development of water resources is to understand the water crisis caused by the arrogance, to cherish the water resources, and to build a rich spiritual life. This study uses the concept of environmental ethics from Laozi to present the contemporary meanings. On the other hand, this study also uses the wisdom of Laozi to direct the individual towards the holistic, the economic-oriented towards the ecological balance, and the conquest of nature towards the harmony of nature. Look ahead to sustain water resources by thinking like water.
