A Study on Conflict between Cultural Heritage Preservation and Urban Development- Analysis of the Thousand-Year Bischofia javanica Tree Event in Taichung

Cultural heritage preservation is usually failed while the conflict between urban development and cultural preservation occurs. However, there is an event that may provide a resolution for this kind of conflict appeared recently in Taichung. For this reason, this study is intended to understand how the involvement of major groups in this event deal with the conflict. Thus, this study aims to achieve three purposes. First, trying to find the causes of conflict between urban development and cultural heritage preservation by this event. Second, establishing a conflict resolution model from the event procedure by conflict management. Third, establishing coexist regulation mechanism of urban development and cultural heritage preservation. This study is a qualitative research which uses semi-structured in-depth interview method to get the actual event procedure, as well as cognitions and ideas of each conflict group. The study has found that the previous laws and social consciousness, in the past, rarely notice valuable old trees, and it is a potential conflict factor in this event. Due to different goals and cognitions between civic group and construction company, the conflict event happened. At the end of the event, the public sector proposed some alternative scenarios, and let other guild involve to help the negotiation successfully. Finally, the company turned to compromise, and agreed to stop the construction temporarily, which provides an opportunity of coexist between urban development and cultural heritage preservation. We suggest that conflict groups can establish a perfect implementation mechanism to prevent arising conflict beforehand. However, when the conflict happened unfortunately, civic group and the company can propose some alternative scenarios and negotiate each other to reach consensus and conflict resolution. In addition, the public sector can help them to propose alternative scenarios or find other groups to assist them in negotiation. Thus the negotiation will be successful and towards conflict resolution. Finally, it will provide a coexist regulation mechanism for urban development and cultural heritage preservation.
