Cost and the schedule control are very popular management tools in mechanical and electrical construction projects. In practice, it frequently occurs in the schedule delay or the budget increase. Because the management of the engineering project is very time- and effort-consuming, in practice, the enterprise may cause a lot of loss due to the improper management. In other words, the engineering project is easily affected by the real situation of doing the work, plus the sophistication of the cost counting. Therefore, the project manager must use multiple project management approaches to effectively control the project. Program Evaluation and Review Technique (PERT) or Critical Path Method (CPM) was used to plan and control mechanical and electrical construction projects. Generally, both costs and schedules are the core of a project. The project manager and team member must sufficiently understand the difference of the planned cost and the actual cost and the schedule to enhance the project performance. Therefore, the earned value management (EVM) method can be used to control the cost and the schedule to reach the best performance.
